Esta Norma Venezolana tiene por objeto ofrecer directrices para el desarrollo de las colecciones de la biblioteca pública, con especificaciones sobre los requerimientos mínimos necesarios para la conformación de una dotación inicial bibliográfica, no bibliográfica y audiovisual, así como lineamientos para su posterior crecimiento.
